Roll call by Clerk Smith. Present: Trustees Bourland, Withers, DiPaolo, and Mull. Absent Oldendorph and Flack. Also present: Police Chief Winslow, Assistant Fire Chief Mersinger, Public Works Director Ricci, Assistant Public Works Director Piening, Zoning Administrator Mersinger, Treasurer Schoppet, and Attorney Balsters. Motion by Withers, seconded by Mull, to approve village board minutes of November 5, 2007 as printed. All members present voted aye viva voce. Motion carried 4-0. Assistant Fire Chief Mersinger reviewed the statistical report for the month of November fire losses were $45,000.00, there were no questions. Chief Winslow reviewed the monthly report; there were no questions. He announced the Fire and Police Commission was updating the eligibility list for the police department. He felt they would have a candidate to present to the board by the end of the year. Public Works Director Ricci reported leaf pick up was continuing; one vac is out each day and working on Saturdays also. The new streetlights and sidewalks have been installed on South Prairie Street and are ready for the Christmas Walk. Christ Brothers have completed the asphalt patching on Albers Lane. RESOLUTIONS Resolution No. 2007-020-“Resolution to accept the water/sewer lines in Kutter Aljets Place.” Mayor Bryant said the acceptance was complete with one exception, that being the commitment from the developer, Kutter Aljets Place, LLC, to install the existing storm sewer through the existing levy. Motion by Bourland, seconded by DiPaolo to approve Resolution No. 2007-020-Resolution to accept water/sewer lines in Kutter Aljets Place with the exception as noted” Trustees Bourland, Withers, DiPaolo, and Mull voted aye, nays none. Motion carried 4-0 Recommendation of the Plan Commission to the Village Board on the request of a text change to the Village of Bethalto Zoning Code at Chapter 40. Balsters-divided our two Professional Office Districts into two categories. Professional Office District along Prairie Street designated at PO-1. Professional Office District on Moreland Road will be PO-2. Professional Office-1 addition of single-family residential dwellings as a permitted use. Dimensional regulation setbacks under PO-1 mirror the RS-5 zoning classification. Screening requirements will be approved by the Zoning Administrator instead of having to be presented to the Plan Commission. Professional Office-2 will stay the same except for screening requirements being approved by the Zoning Administrator. DiPaolo- asked about the screening requirements for single family residential. Balsters- should read screening required for any permitted use other than single family residential, a tract of land adjacent to a residential zoning. Proposed commercial area along RT. 140 with residential homes, town homes and retirement villas. Residential builder to be Tom Anderson of Comfort Homes. West Corbin Update-Old Bethalto Road to Stadium Drive is close to completion. Working with engineer to submit for April letting on Phase 2. Phase 2 is a little more south than originally planned because of wetlands. Phase 2 stops just west of Cottage Avenue. Phase 3 in the engineering process now, funding for it will be requested in 2008. Phase 3 will run to Route 140.
