Roll call was taken by Secretary Campbell with members Brown, Lyons, Campbell, Dunlap, Ritter and Eberhart present. Absent: Slayden. Also present were Zoning Administrator Mersinger, Attorney Balsters, Asst. Zoning Admin. Piening, Clerk Smith, members of Our Lady Queen of Peace Church, Julie Schmidt of Hutson Engineering and Surveying, Inc. and members of the community. The minutes of the October 11, 2007 meeting were reviewed. Minutes were approved as presented. Request for Action Item 1: Rezoning request of the Diocese of Springfield in Illinois to rezone approximately 27.85 acres on the east side of N. Moreland Road from AG- Agricultural to RS-8 Single Family Residential. Brown asked for comments from the Plan Commission. Lyons pointed out that the original land use map did designate the area as low density residential. Ritter also commented there are other areas out there designated as RS-8. Motion by Lyons, second by Dunlap to recommend approval of the request to rezone 27.85 acres more or less on the east side of N. Moreland Road from AG-Agricultural to RS-8 Single Family Residential to the Village Board as requested by the Diocese of Springfield. Members Brown, Lyons, Campbell, Dunlap, Ritter, and Eberhart voted aye, nays none. Motion passed 6-0. Brown explained to those present this is a recommendation that will be sent to the Village Board at their December 3, 2007 meeting at 7:30 p.m. open to the public. Item 2: Text change to the Village of Bethalto Zoning Code at Chapter 40: Sections 40-5-61 (purpose of PO- Professional Office District); addition of 40-5-62 (S) Single Family Residential Dwellings as a permitted use in PO-1 District along Prairie Street; 40-5-64 Unique and Distinct Dimensional Regulations for newly designated PO-1 area adjacent to Prairie Street and newly designated PO-2 area adjacent to Moreland Road. A proposed draft ordinance had been provided to all members in their packets (a copy of which is attached). Lyons commented on the section (which was in the original Plan/Code) saying --the Plan Commission would review and approve the proposed screening in the districts-- and they do not normally review those plans. Piening said those plans go through Mersingers office for review. Balsters instructed the members that this is the time to review and discuss such wording. After discussion, it was decided to insert the additional sentence at the end of Section G (Screening Requirement): Any variation from the above stated screening requirement to be reviewed for approval by the zoning administrator. Balsters reminded all that this would affect this PO District but the screening requirement is contained in other districts; Mersinger will need to make a note to include this in those districts when we do more review of the code. Campbell asked if this wording would be included in the recommendation to the Village Board. Balsters replied yes. Campbell made the motion, seconded by Ritter to recommend approval of the text change as presented with the stated addition to Section G above to the Village Board. Mersinger reported he hoped to have a rough draft of the occupancy permit program to present to the group at their next meeting. He had been meeting with Dunlap and Slayden on the documents. He also announced a public hearing and special Plan Commission meeting on Thursday, November 29, 2007 at 6:00 p.m. for the review of the proposed PDP on N. Moreland Road. Balsters encouraged all to review the PDP Section 40-6-26 for the next meeting. Mersinger said he had met with the church and the Madison County Storm Water Office concerning the water runoff. Brown asked for any other comments, hearing none; he called for a motion to adjourn. Motion by Lyons, seconded by Campbell that the meeting be adjourned at 6:53 p.m. Motion carried.
